Stamp Idea Stalled

I have put my commemorative stamp idea out on several message boards and got some positive feedback. I then went and checked the USPS website for info. The web site is a font of useful information about ordering and buying specialty stamps, but as yet I haven’t found any info on how to get one proposed.
